Although the termination decision as to both parents was based on unfitness alone, each challenges termination based on unfitness, ORS 419B.504, and neglect, ORS 419B.506. We address only unfitness, the sole basis for the trial court's decision, and, on de novo review, ORS 419A.200(6), reverse the termination as to both...
