This appeal arises from a 2004 invitation to bid issued by the Alaska Energy Authority for switchgear systems to be installed in eight remote Alaskan villages. Appellant Powercorp Alaska, LLC alleges that the agency unduly restricted competition in the bidding process by requiring bidders to use a particular operating system that Powercorp does not use.
