OPINION BY PANELLA, J.:

¶ 1 Appellant, Clayton Heckman, acting pro se, appeals from the order of the Court of Common Pleas of Northampton County, affirming the District Attorney's refusal to prosecute Heckman's private criminal complaints. On appeal, Heckman raises two interrelated issues:

[w]hether the lower court erred when they concluded the district attorney acted within his discretion and his actions...
