Forster, the Public Defender of Maryland, for a writ of prohibition, writ of mandamus, or other appropriate relief, in which she asks that we vacate a directive and order issued by Edward R.K. Hargadon, a judge of the Circuit Court for Baltimore City, that Ms. Forster believes are both substantively unlawful and constitute an impermissible local rule.
