Plaintiff, Alton Mack, sought judicial review of the administrative decision of the Personnel Board of the City of Baton Rouge, Parish of East Baton Rouge (Board), upholding his termination from the Department of Public Works (DPW). From the district court judgment affirming the Board's decision, Mr. Mack has appealed. We reverse.
