This is an appeal from the district court's dismissal with prejudice of an inmate's petition. Richard Bertrand is an inmate in the custody of the Department of Public Safety and Corrections. In this appeal Mr. Bertrand is challenging the Parole Board's decision pursuant to La. R.S. 15:574.9 regarding the merits of his parole revocation.
