OPINION

Justice SUTTELL, for the Court.

In 1995, the respondent, Michael B., was found guilty by a jury of assault with a dangerous weapon (his hands) upon his five-week-old son. In 2003, the Department of Children, Youth and Families (DCYF) learned that the respondent was about to become a father again. Having determined that his history of violence against children merited preemptive measures, DCYF dispatched letters to all area hospitals requesting notification...
