Appellant John Doe,1 a sworn officer in the Montgomery County Police Department (MCPD), is facing administrative charges which are to be heard by an alternative administrative hearing board (Board) pursuant to 3-107 of the Law Enforcement Officers' Bill of Rights (LEOBR).2 Md.Code, Public Safety § 3-101 through § 3-113.3
