The sole issue in this appeal is whether the plaintiff, Indy Sengchanthong, was operating a motor vehicle within the meaning of General Statutes § 14-227b.1 After a hearing, the defendant, the commissioner of motor vehicles (commissioner), suspended the plaintiff's motor vehicle operator's license for ninety days pursuant to that statute.
