Cross-Petitioner Lula M. Lloyd suffered an injury in the course of her employment with petitioner Giant Food, Inc. ("Giant") in 1996. Ms. Lloyd received workers' compensation from Giant for this injury. Her injury limited her to working 15 hours per week. In 1998, the Council of the District of Columbia amended the Workers' Compensation Act, repealing a provision that affected payments made by employers after a claimant's retirement. These...
