The court has jurisdiction over this action pursuant to Section 142 of the Trade Act of 2002, as amended, 19 U.S.C. § 2395 (Supp.2004).1 Plaintiff Julie Nguyen challenges the denial of trade adjustment assistance ("TAA"). For the reasons set forth below, the court denies Plaintiff's motion for judgment on the agency record and affirms the agency's denial of trade adjustment assistance.
