THRASH, District Judge.

This is a constitutional challenge to a City of Atlanta municipal ordinance. It is before the Court on the Plaintiffs Motion for Summary Judgment [Doc. 31] and the Defendant's Motion for Summary Judgment [Doc. 32]. For the reasons set forth below, the Plaintiffs motion is DENIED and the Defendant's motion is GRANTED.
