The defendant, Scott Winer, appeals from the judgment of conviction, rendered after a jury trial, of failing to comply with the registration requirements of General Statutes § 54-251(a) pertaining to sex offenders.1 On appeal, the defendant claims that, pursuant to General Statutes § 54-142a(c),2 the charge should have been nolled automatically by operation of law more than sixteen months...
