Cleo Inc. and its subsidiary, Crystal Creative Products, Inc., (collectively, "Cleo") join Target Corporation in appealing a decision of the Court of International Trade. That court upheld a determination by the International Trade Commission that imports of bulk and consumer tissue paper from China are materially injuring the domestic tissue paper industry.
