Appellant, Sonny Odili, was transferred to the United States after serving more than two years of a 100-month term of imprisonment imposed by a Panamanian court. Pursuant to 18 U.S.C. § 4106A, the United States Parole Commission convened a transfer treaty hearing to set a release date and a period and conditions of supervised release for Odili to complete the service of his foreign sentence.
