Plaintiffs-Appellants Michelle Lyman and Helen Valdez ("Plaintiffs") appeal the dismissal of eighteen claims brought against Defendants-Appellees San Juan County, San Juan Health Services District ("SJHSD"), and numerous employees of those entities. The district court held a pretrial conference, pursuant to Fed. R.Civ.P. 16, and dismissed the majority of these claims with prejudice; it declined to exercise jurisdiction over the remaining...
