Respondents Ronald and Melanie Bell filed an action sounding in negligence in the Circuit Court for Anne Arundel County against petitioner Rafael Flores, alleging that Flores negligently caused injury to Mr. Ronald Bell in an automobile accident on October 4, 2000. The issue before this court concerns a stipulation entered into by the parties before the trial began, and the impact this stipulation had on questions submitted by the trial court for consideration...
