OPINION

Justice CASTILLE.

The Civil Service Commission of the Borough of Carlisle ("Commission") and the Borough of Carlisle (collectively "appellants") seek a determination from this Court that Thomas L. Day's closed termination appeal before the Commission did not violate the Sunshine Act ("Sunshine Act" or "Act"), 65 Pa.C.S. §§ 701-716. Appellee, a police officer, was terminated by the Carlisle Borough Council in 2003
