Respondent, Frank D. Winston, resigned his membership in the California Bar while disciplinary charges were pending against him in that state. The record shows that between 1996 and 2003 respondent engaged in numerous instances of misconduct, including: failing to act competently, failing to communicate promptly, failing to refund unearned fees, failing to maintain complete records of client funds, engaging in conduct involving moral turpitude, corruption...
