Thomas Harris filed a complaint with the Equal Employment Opportunity Commission (EEOC) alleging that his employer, the United States Army Corps of Engineers (Corps), discriminated against him because of his race. The Corps and Harris agreed that they would settle the dispute by having an independent classifier review his employment grade level.
