Petitioner Burley Gilliam ("Gilliam") appeals the district court's denial of his 28 U.S.C. § 2254 petition challenging his conviction and death sentence. Gilliam argues that he suffered prejudice in violation of Brady v. Maryland, 373 U.S. 83, 83 S.Ct. 1194, 10 L.Ed.2d 215 (1963), and Strickland v.
