James Keenan (Keenan) appeals from an order of the Court of Common Pleas of Philadelphia County (trial court) determining that he was not entitled to indemnification under Section 8548 of what is commonly called the Political Subdivision Tort Claims Act (Act),1 42 Pa.C.S. § 8548, from the City of Philadelphia (City) because he engaged in willful misconduct.
