GINSBURG, Chief Judge:

A jury found Talib D. Watson guilty of being a felon in possession of a firearm and of possession of marijuana. The United States Sentencing Guidelines, which at that time were thought to be mandatory, called for the district court to increase Watson's sentence above what it would have been for those crimes alone because of his prior convictions. Watson appealed and this court remanded...
