Watson pled guilty to one count of conspiracy to distribute cocaine in violation of 21 U.S.C. §§ 846 and 841(a)(1) and was sentenced to 87 months. Watson later filed a motion to vacate, set aside, or modify his sentence under 28 U.S.C. § 2255, arguing among other things that he was denied effective assistance of counsel when his counsel failed to file a notice of appeal as instructed.
