A grand jury indicted Robert Lee Williams for possession with intent to distribute approximately 42 grams of a mixture or substance that contained cocaine base (crack), in violation of 21 U.S.C. § 841(a)(1) and 841(b)(1)(B). Williams moved to suppress evidence that was seized when police officers opened his pants and reached inside his underwear in the parking lot of a police precinct station...
