We have for our review two consolidated appeals involving final orders entered by the Agency for Health Care Administration ("AHCA") against various workers' compensation carriers. We hold that AHCA's interpretation of section 440.13, Florida Statutes (2005), does not violate the carriers' rights under the Administrative Procedure Act because the carriers had 10 days in which to challenge the medical providers' petitions seeking higher reimbursement.
