That Final Decision affirmed a May 9, 2005 declaratory judgment rendered by the Deputy Commissioner of Education in a matter initiated by Maplewood's petition seeking an interpretation of N.J.S.A. 18A:22-5, which defines a necessary majority for action by the Board...
