Scott D. Zeckser challenges his conviction for speeding on jurisdictional grounds. He claims Officer Mark Falk, who stopped him and issued the speeding citation, had no authority to do so because the claimed infraction occurred outside the city limits of Alma where Falk was employed as a city police officer.
