Plaintiffs/appellants, Oscar Russell and Charles Shaw, appeal the trial court's grant of Hibernia Bank and Hibernia Corporation's motion for summary judgment. The trial court granted defendants' motion and dismissed plaintiffs' suit on the grounds that plaintiffs' claims constituted an impermissible collateral attack on a federal agency's prior ruling, which lies outside the jurisdiction of that court.
