Inacio Lobo, a stateroom attendant on cruise ships operated by Celebrity Cruises, Inc. ("Celebrity"), appeals the dismissal with prejudice of his complaint for unpaid wages and penalty wages brought under the Seaman's Wage Act, 46 U.S.C. § 10313. The district court dismissed the claim, finding that the Convention on the Recognition and Enforcement of Foreign Arbitral Awards and its implementing legislation, 9 U.S.C. §§ 202-208...
