I. INTRODUCTION

Neil Cameron, who was accused of committing a felony, asked the district attorney's office to inform the grand jury that he wished to testify before it. The prosecutor in charge of Cameron's case declined to do so and Cameron was indicted. The superior court dismissed the indictment but the court of appeals reinstated it. We are now asked to decide if a prosecutor, who has been informed...
