Petitioner Elias Bucaram ("Bucaram") has brought a petition pursuant to 28 U.S.C. § 2254 (2006) for a writ of habeas corpus. At a bench trial in 2000 Bucaram was found guilty of aggravated kidnapping and indecent solicitation of a child. Bucaram received concurrent sentences of 15 years for the two convictions.
