Brian Sides was detained by City of Champaign police officers, then cited and prosecuted for violating a city ordinance against public indecency. He was convicted and fined. He then filed the present action in federal court against the city, several city police officers and two city attorneys under 42 U.S.C. § 1983, alleging that the detention and prosecution violated numerous provisions of the United States Constitution.
