The State of Wisconsin appeals the circuit court order refusing to bind over Aprylann Wuteska on a charge that she violated WIS. STAT. § 346.67(1) (2005-06),1 Wisconsin's "hit-and-run" statute. The circuit court concluded that the statute does not require the operator of the vehicle to identify himself or herself as the operator of the vehicle, but only to give his or her name, address, and registration number...
