This appeal arises out of a dispute over the results of a recount in the District 37 Democratic primary election. The incumbent representative, Carl Moses, requested a recount after the official election results showed Bryce Edgmon as the winner by one vote, with 765 votes for Edgmon and 764 votes for Moses.
