A New Castle County grand jury indicted the defendant-appellee Arthur Rollins, on the following charges: possession of cocaine with intent to deliver, distribution of cocaine within 1000 feet of a school, and possession of drug paraphernalia. Rollins filed a motion to suppress evidence police seized from his person claiming that the police did not have a reasonable articulable suspicion to detain and search him.
