The central issue in this case is whether the Sex Offender Registration Act (730 ILCS 150/1 et seq. (West 2000)) violates due process because it required the defendant, Charles Johnson, to register as a sex offender after he was convicted, in the circuit court of Cook County, of aggravated kidnapping of a minor. See 720 ILCS 5/10-2 (West 2000). The State appeals the decision...
