OPINION BY KLEIN, J.:

¶ 1 Appellant Aircraft Service International Group appeals from its conviction for various Traffic Code offenses1 after its jet fuel truck overturned on either a service road or taxiway2 at Philadelphia International Airport. Because we find that this is not a "highway" within the definition of the Vehicle Code we reverse.
