GARLAND, Circuit Judge:

Police officers arrested Randolph Bowman at a license-and-registration roadblock after discovering a loaded gun and twenty bags of crack cocaine on his person. The government subsequently filed a criminal complaint charging Bowman with violations of the firearms and narcotics laws, but failed to indict him within thirty days as required...
