On this day, the Court considered Defendant "United States of America's Motion for Summary Judgment" ("Motion"). As the record now stands, the Motion should be granted. However, the Court will reserve entry of the, final judgment. The Court will provide Plaintiffs with an opportunity to submit competent summary judgment evidence, as detailed herein. So long as Plaintiffs produce such evidence by August 20, 2007,
