Terri Hackley McCabe was convicted in 1997 of a violation of Code § 18.2-370.1. Because of this conviction, she was required to register as a sex offender pursuant to the provisions of former Code § 19.2-298.1 (1995 & Supp.1997). In 2001, that Code section was amended reclassifying a violation of Code § 18.2-370.1 as a "sexually violent offense" and changing the reregistration requirements. McCabe initiated...
