The defendant, Felicia Trotter, was found not guilty by reason of insanity (NGRI) on charges of aggravated kidnaping (720 ILCS 5/10-1(a), 10-2(a)(2) (West 2004)). Subsequently, the circuit court of St. Clair County ordered the defendant committed to the Department of Human Services for a time not to exceed 25½ years.
