SHARPNACK, Judge.

Micronet, Inc. ("Micronet") appeals the order of the Indiana Utility Regulatory Commission ("Commission"). Micronet raises two issues, which we revise and restate as:

I. Whether the Commission had subject matter jurisdiction over Micronet's directory assistance service; and II. Whether the Commission erred by imposing penalties against Micronet for billing for telecommunications services without customers' authorization...
