The petitioner, Grant Kilton, has petitioned for a writ of certiorari, see Sup.Ct. R. 11, challenging the denial by the respondent, the New Hampshire Department of Health and Human Services (department), of his application for benefits under the Aid to the Permanently and Totally Disabled (APTD) program.
