The City of Dallas appeals the trial court's denial of its plea to the jurisdiction. It is the contention of the City of Dallas that Dr. Kenneth Reed, appellee, did not meet his burden to show the City waived immunity from suit under the Texas Tort Claims Act for a premise liability cause of action under Texas Civil Practice and Remedies Code § 101.022 because Reed did not prove the condition of the roadway constituted...
