Joye Williams was an inmate at the Pennsylvania State Correctional Institution at Huntingdon. In September and October 2003, there was conflict between Williams and his cellmate, Ricardo Nobles. On October 20, 2003, Williams submitted a written request to Kenneth Hollibaugh, the Unit Manager, regarding a cell transfer. The text of the transfer request included the lines: "[M]e and my celly are having major problems...
