The City of Pittsburgh (City) appeals from the May 2, 2006, order of the Court of Common Pleas of Allegheny County (trial court), which affirmed the July 12, 2005, decision and award of Arbitrator Dennis E. Minni (Arbitrator) reinstating the employment of City employee Mark Brentley (Grievant). At issue was whether the City's disciplinary discharge of Grievant for unexcused absence was proper under the "just cause" standard for employee...
