On 27 September 2004, Rethea Massey ("petitioner") filed a petition with the Wake County Clerk of Superior Court seeking access to Douglas Hoffman's ("respondent") property at 3524 Hopkins Chapel Road in Zebulon, North Carolina, for the purpose of restoring, maintaining and visiting the grave sites of her relatives under N.C.
