In the proceedings underlying this petition, a child was placed in adoptive foster care during the same month that the child's relatives came forward and requested that the child be placed with them. Almost one year later, and after the foster parents expressed an interest in adopting the child, the child's relatives filed a motion for the child's immediate placement with them.
