On April 7, 2005, Kenneth Dowthard was pulled over by a Rockford, Illinois, police officer. The officer testified that she stopped Dowthard because she had observed him driving without wearing a seatbelt. During the traffic stop, the officer learned that there were two outstanding warrants for Dowthard's arrest. She accordingly placed him under arrest.
